Dangote Cement Shareholders Unanimously Approve 10% Share Buy-back Programme

Shareholders of Dangote Cement, unanimously on Tuesday, December 13, 2022, authorised the Management of the company to undertake a share buyback of up to 10 percent of its issued shares, effective from the date of the resolution.

The company had earlier indicated an interest in undergoing a share buyback programme, in respect of up to 10 percent of its issued shares, for the purpose of improving the company’s return on equity and its shareholders’ value, so as to facilitate the future long-term growth of the company.

The approval through voting, which was given at the company’s Extraordinary General Meeting, held in Lagos recorded a 100 percent approval from the shareholders, with many of them describing the exercise as very laudable and a win-win situation for them.

Among other resolutions, the shareholders authorised that the “Memorandum and Articles of Association of the company be amended (as applicable), upon completion of the share buyback, to reflect the company’s share capital, following the cancellation (if any) of the shares acquired and/or otherwise held by the company.”

The Board was also authorised to ensure that the amendment of the Articles of Association of the company reflects the company’s share capital, following the cancellation (if any) of the shares acquired and/or otherwise held by the company.

It would be recalled that the Shareholders, at the company’s recent 13th Annual General Meeting (AGM), also commended the Management of the company for an impressive performance despite the economic challenges in the year under review.

Unanimously, they approved N20 per share for the year ended December 31, 2021, as against the N16 paid in the preceding year. That represented a 25 per cent increase in dividend compared to the 2020 dividend of N16.00 per share, reinforcing the Company’s commitment to maximising shareholder value. They also applauded the company for its drive in reducing unclaimed dividends of the company.

Dangote Cement in the year under review achieved its highest profit before tax in its history at N538.4 billion. Also, the Company recorded Group volumes of 29.3Mta, up 13.8 per cent. Exceptional EBITDA of N684.6 billion was achieved, up by 43.2 percent owing to strong cost control measures.

Chairman of the company, Aliko Dangote, said that “Over the last decade, Dangote Cement has recorded exponential growth across all areas.” According to him, “Group volumes are now at almost 30Mta, our capacity has tripled to 51.6Mta and we export cement from five countries across Africa.”

“As the volatile global environment propels us into a new era of uncertainties, we are fortunate that the last two years have taught us resilience, adaptability, and grit. These values are what we need to face in unpredictable times in the future.

“Dangote Cement remains the leading cement company in Africa, well-positioned for a positive and sustainable future. We are resolute in transforming Africa while creating sustainable value for our stakeholders,” Dangote added.

Dangote Group Emerges ‘Overall Most Responsible Business’ At SERAS 2022 Sustainability Awards

Africa’s foremost conglomerate the Dangote Group won the coveted ‘ Overall Most Responsible Business’ Award, just as three of its subsidiaries clinched awards at the 16th edition of the Sustainability, Entrepreneurship and Responsibility Awards (SERAS) held at the Oriental Hotel, Lekki, Lagos.

At the well-attended event, which drew stakeholders across the industrial sector who had earlier submitted a record 151 entries for awards in 26 categories, cement manufacturing giant Dangote Cement Plc won an award for ‘The Best Company in Reporting & Transparency’.

Dangote Sugar Refinery (DSR), which participated in the SERAS for the first time in 2020, won the award of ‘Best Company in Food Security’, while Dangote Salt Plc also known as NASCON Plc won an award for the ‘Best Company in Gender Equality / Women Empowerment’, on a night which saw the Dangote Industries Limited cart away four prestigious awards.

The awards won underline the Dangote Group’s corporate culture, which seeks to promote and embed sustainability across its various Business Units and pan-African operations, through alternative fuel usage, energy management systems, circular economy, waste management processes, women and youth empowerment, and social interaction with various host communities wherever the conglomerate operates.

In another milestone showcased in the SERAS Awards event programme, Dangote Group and its philanthropic arm, Aliko Dangote Foundation (ADF) were recognised among those participants who have featured at SERAS over the last 15 years, alongside other companies like Guinness Plc, Nigeria LNG Limited, Mobil, Airtel, Lafarge, Access Bank Plc, Glo Telecommunications, Zenith Bank Plc, Unilever, Nestle, Channels Television e.t.c.

Group Chief Branding & Communications Officer, Dangote Industries Limited, Mr. Anthony Chiejina, reacting to the company’s remarkable performance at this year’s SERAS said: “DIL’s approach is focused on mainstreaming sustainable practices across the operations of the organisation. This underlines the importance that we attach to our people, communities and other key stakeholders.”

The SERAS is Africa’s leading Sustainability and CSR Award. Since inception in 2007, and up till 2019, the award has attracted over 1,242 from over 300 organisations. In the 2020 edition, 98 institutions participated from 7 African countries, including Kenya, Tanzania and South Africa. This year, 93 organisations sent in entries from across Africa.

In her address to welcome participants at the 2022 SERAS, Executive Director, TruCSR/The SERAS CSR Awards Africa, Mary Ephraim noted that, “CSR and sustainability have gone through their evolution. From philanthropy (the era of being back) to CSR (the era of giving back) to sustainability (the era of going back) and now to circularity (the era of bringing back).

“The conversation before now had been about how we could leave a befitting world for our children to inherit. But at the moment, it is how we as parents can live so that our offspring get the opportunity to survive. This is why we chose the theme – Climate, Circularity and the Future of Sustainability: Bridging the SDGs Gap through Impact Investing”, she added.

Dangote-led Flood Committee commences Distribution of N1.5bn Relief Items To Victims Nationwide

The Dangote-led Presidential Committee on Flood Relief and Rehabilitation (PCFRR), known as Dangote Flood Committee has commenced the distribution of relief materials, worth N1.5 billion to victims of flooding nationwide.  

The PCFRR, which was established by the Federal Government following the 2012 flooding, is co-chaired by Africa’s foremost industrialist Aliko Dangote and Dr. Olisa Agbakoba.  

The flagging off ceremony for the relief materials distribution for this year started in Borno State and was conducted by the State Governor, Professor Babagana Umara Zulum Tuesday in Maiduguri, Borno State capital. The Governor thanked the Dangote Flood Committee and promised that he will ensure that the items get to the victims.

UNICEF revealed that the 2022 flood killed 600 people, displaced 1.3 million and destroyed more than 82,000 homes in Nigeria, therefore making it the worst in decades.   

The Representative of the Dangote-led Presidential Committee on Flood Relief and Rehabilitation (PCFRR), Alhaji Umar Musa Gulani assured at the flagging off for the Northeast zone that the exercise would also be conducted in the other five geopolitical zones of the country.

Gulani said the items from the Committee have been officially handed over to the Borno State Government and the National Emergency Management Agency (NEMA). He said the exercise would be conducted across the six geo-political zones, beginning from the northeastern State of Borno.   

The breakdown of items donated includes 86 bags of rice, 34 bags of beans, 34 bags of maize, 34 bags of millet, 34 bags of Guinea Corn, 34 bags of Garri, 86 cartons of noodles, 86 cartons of spaghetti, 86 cartons of macaroni and 86 bags of sugar, and 857 bags of cement, among several food and non-food items.   

Gulani said over N10 billion has been expended by the committee to mitigate the effect of flooding since inception in 2012, adding that no fewer than 84 Hostels have been built for flood victims in 24 states of Nigeria. According to him: “This private sector led project is highly commendable and it has been sustained in the past ten years. It is a selfless service from the private sector and Nigerians should appreciate their selfless service to humanity”

Director General of NEMA Alhaji Mustapha Habib Ahmed described the Committee’s intervention as a milestone for Nigeria in general, and flood victims in particular. “Responding to the humanitarian outcomes of this nature requires concerted effort,” the DG said, and added that the donation by the Dangote Flood Committee would eventually be made available to flood victims across the affected states in Nigeria.   

Speaking on behalf of the victims, Khalifa El-Miskin said the victims were extremely appreciative of the gesture. 

It would be recalled that the Committee also recently, during the spread of the COVID-19 pandemic, donated N1.5 billion to fight the virus. Announcing the donation, Dangote said it was imperative for well-meaning Nigerians to help the Federal Government in fighting the virus.

The Committee also recently provided N250 million as relief assistance to victims of the devastating floods in Benue State. Aside from the donation in Benue, the Dangote-led committee also revealed that it had also donated the sum of N150 million (in kind) to provide relief assistance to flood victims in Anambra State.


It also released the sum of N118 million to NEMA to augment the N1.6 billion released by the Federal Government for procurement of food and non-food relief materials in aid of the flood victims in the following 16 states: Abia, Akwa-Ibom, Bayelsa, Ebonyi, Edo, Ekiti, Enugu, Abuja FCT, Kebbi, Kwara, Lagos, Niger, Ondo, Oyo, Plateau, and Sokoto.

It would be recalled that the Committee at its inauguration by former President Goodluck Jonathan raised a whopping N11.35 billion for flood victims. Top on the list of donors at the event was Dangote and the Federal Government, who donated N2.5 billion each.

Dangote Sugar Boosts Its $700m Investment, Increases Numan sugar plantation

President of the Dangote Group, Alhaji, Aliko Dangote, has announced that the Dangote Sugar Refinery (DSR) Plc is significantly scaling up its investment in the sugar sub-sector in line with the requirement of the Nigeria Sugar Master plan (NSMP).  

Speaking at the Flag off Ceremony of the 2022/2023 Crushing Season and Outgrower Scheme Awards in Numan, Adamawa State, Dangote said the company is making massive investments in Adamawa State through the expansion of DSR Numan sugar refining capacity from 3,000 tons of cane per day (tcd) to 6,000 tcd, 9,800 tcd and to 15,000 tcd.

Noting that increasing the sugar refining capacity will require a corresponding increase in sugarcane production capacity, he revealed that the company has concluded plans to increase its sugar plantation from the current land area under cane production of about 8,700 hectares in 2022 to about 24,200 hectares within the next 7 years. He also assured that the company will double its scholarship and empowerment schemes in its host communities. 

“We will continue to introduce more initiatives to support our host communities. Through these initiatives and our numerous Corporate Social Responsibility activities which are numerous to mention, DSR Numan will be able to touch the lives of the people, bringing social, economic, and infrastructural development to our host communities.”

He said: “We are thus committing over $700 million to our investment in the Backward Integration Programme (BIP) to enable us to put in place needed infrastructure for the eventual commencement of full-scale production,” he said.  

Dangote further assured that Dangote Sugar will change the trajectory by making Nigeria self-sufficient in the sector.  

Already, the company noted that it has spent billions of naira in developing infrastructural facilities for host communities.   

Speaking, also at the event, the Minister of Industry, Trade, and Investment Otunba Adeniyi Adebayo described the Dangote Refinery as the biggest contributor to the sugar development stride of the Federal Government.  

The Minister also commended Aliko Dangote and the Management staff of Dangote Sugar for their massive support through the company’s corporate social responsibility scheme which he said should be highly commended.  

He said Agencies under his ministry will partner with the company to provide the technical know-how that will support the Dangote empowerment schemes in the host communities.  

In the same vein, Governor of Adamawa State, Umaru Fintiri who was represented by his Deputy Crowther Seth said he was amazed by the social-economic transformation carried out by the Dangote Group, adding that it is monumental. He assured the company of the support of the state government and enjoined other corporate bodies to imbibe Dangote’s spirit of job creation across the country. 

Speaking on behalf of the traditional rulers, Hama Bachama   Dr. Daniel Shaga Ismail described Dangote as God-sent and pledged that his people would continue to support the company.  

Aliko Dangote further announced a Free Education for all the students of Dangote Sugar Refinery High School, among other scholarship winners announced.   

The overall best Outgrower farmer, Christiana Rufus thanked the company and promised not to relent in her effort. 

Six farmers mostly women emerged as overall best farmers in the contest.

Dangote Industries Wins FMDQ Largest Corporate Lodgment Award

Dangote To African Leaders: Fix Infrastructure Deficit For Intra-trade

In a blaze of honour, the Pan-African conglomerate, Dangote Industries Limited (DIL) and its Africa’s leading cement manufacturer subsidiary, Dangote Cement Plc were adjudged the Largest Corporate Bond lodgment on FMDQ in gold category and the 2022 Most Trusted Brand of the Year respectively.

On the back of the Largest Corporate Bond lodgment on FMDQ award came another recognition with the Dangote Group named as the Most Outstanding Conglomerate in Environmental Sustainability.

The cement giant came tops in the stock market for its unprecedented N116 billion Series 2 Bond issuance back in May this year.

The FMDQ Gold Awards recognises excellence in Fixed Income, Currencies and Derivatives market. It also recognises demonstrated resilience and agility of the Nigerian financial markets participants and acknowledges the valuable efforts of the stakeholders and their participation in the FMDQ markets and across the financial market. It is also given to the corporate entity for the highest total bonds value admitted on FMDQ Depository.

During the annual Most Trusted Brand Award, organised by leading research firm Brand Health Ltd, Dangote Cement was chosen as the most trusted cement brand in a survey of 13,000 consumers.

The Chief Executive Officer, Brand Health Ltd, Emman Udowoima commended Dangote Cement for the achievement, describing it as a brand of trust and choice indeed. According to him “four out of ten consumers who took part in the study voted Dangote Cement as the Most Trusted Cement Brand in Nigeria. The popularity and the confidence in the brand is overwhelming as its closest rival scored just 12% while Dangote scored 41%.”

Other cement brands with substantial mentions scored between 3% and 8%. Some of the elements of the survey include questions like ‘the brand that you feel most confident in, the brand that offers you what you want, the brand that offers highest quality, the brand that is distinctive, and the brand you would recommend to your friends and relatives.

Udowoima stated that about 13,000 respondents participated in the 2022 survey and were interviewed across 12 states in Nigeria including the Federal Capital Territory. The States are: Lagos, Oyo, Enugu, Abia, Akwa Ibom, Rivers, Plateau, Adamawa, Borno, Kaduna and Kano and the respondents were drawn from both urban and rural communities.

The survey, he said, used quantitative method to elicit responses from the consumers, and also focused on such demographics as gender – Male 50%, Female 50%; Social Class: AB 15%, C1 C2 40%, DE 45%; Age: 18-25, 30%, 26-35, 30%, 36-50, 25%, 51+ 15%.

He explained that “The Most Trusted Brands (MTB)” Awards was instituted in 2010 to reward brands that keep promises to the consumers. The award is an enabler for brands to do more for consumers, knowing full well that consumers either reward or punish brands according to their experiences.

The Dangote Industries Limited also received the award of the Most Outstanding Conglomerate in Environmental Sustainability. The award was given by the Environmental Sustainability Conference, Expo and Awards (ECOSEA) initiated by Brand Communicator, a frontline brands and marketing publication.

Joshua Ajayi, the convener of the conference and awards said, “corporate sustainability practices evolved rapidly in the country’s business space, from just being a cosmetic charity activity into organised sustainability needs built into a vision with specific goals.”

The award, which took place during the celebration of the organisation’s World Environment Day recently also gathered the best sustainability players to discuss various issues in sustainability during the conference themed Only One Earth: Building a Safer Environment.

Dangote Industries, a fully diversified conglomerate with annual group turnover of US$4billion has invested heavily in building a sustainable business which cuts across Cement, Sugar, Salt, Petroleum, Fertiliser and food. 

Anthony Chiejina, the Group Chief Branding and Communications Officer at Dangote Industries thanked the organisers, describing the awards as another milestone in the Dangote Group’s business trajectory. He said it is a testament to the strategic business model being executed by the manufacturing giant, which is aimed at rejuvenating Nigeria’s economy and engendering developmental growth of Africa. 

He expressed the assurance that the Dangote Group would not relent in its commitment to Africa’s development, adding that, “we will continue to impact lives positively through production of goods that meet the peoples’ need.”

LCCI Hails Dangote On Infrastructure, Job Creation

Dangote Industries Limited sustained efforts at providing basic infrastructure through various intervention projects have received the commendation of the Lagos Chamber of Commerce and Industry (LCCI). President of the LCCI, Dr. Micheal Olawale-Cole in his remarks yesterday at Dangote Group’s Special day at the ongoing Lagos International Trade Fair said the foremost indigenous conglomerate has contributed significantly in providing solutions to the problems Governments have not been able to solve in areas of food sufficiency, road construction, housing, and energy.

He noted that Dangote Group has been at the forefront of job creation even as its products and services have touched the lives of millions of people across the African continent and beyond.   He enjoined other corporate bodies to toe the line of Dangote in assisting the Government, through the provision of infrastructure, even if it has to be through a tax credit scheme, introduced by the Federal Government.

Welcoming participants to the special day, Group Chief Commercial Officer, Dangote Group, Rabiu Umar, disclosed that the Group is passionate about deepening the Nigerian economy through industrialisation, job creation, provision and rehabilitation of essential infrastructure, and the welfare of the citizens.  According to him, it is the desire to promote industrialisation that informs our decision to become strategic partners with all the major Chambers of Commerce across the nation.

Giving an insight into the activities of the subsidiaries, he said that the activities of Dangote Cement have had a multiplier effect, providing direct and indirect employment to millions of people across Africa. He added, “Our food subsidiaries, Dangote Sugar Refinery, NASCON Allied Industries (Dangote Salt), and Dangote Rice are providing jobs through various schemes. Dangote Sugar Refinery, through its out-grower scheme, has provided jobs to thousands of farmers in the host communities. The coming of Dangote Fertiliser has to a great extent helped to change the face of agriculture in Nigeria while the Dangote Petroleum Refinery when functional will drive the development of ancillary industries which will utilize the byproducts as raw materials.”  

Dangote Sugar Refinery also unveiled its new retail sugar packs during the event. Head of Sales & Marketing, Dangote Sugar Refinery, Rilwan Olawale Yusuf speaking during the unveiling said the new packs which come in three variants, 1 kg, 500 g and 250 g will improve on-shelf brand visibility and enhance consumer preference for ‘our brand.’  According to him, the new product package will establish a clear differentiation and enhance the attractiveness of the pack.

Dangote Trains Traders On Financial Literacy

Dangote Cement has launched a circular economy programme, called “DangCircular”. The new initiative aims to promote recycling and reuse of scarce resources in society to reduce landfilling and create wealth as a contribution to environmental sustainability.

DangCircular was rolled out during this year’s Dangote Sustainability Week, targeting students of Nigerian higher institutions. The company partnered with the Yaba College of Technology, Lagos, and UNESCO-UNEVOC (UNESCO International Centre for Technical and Vocational Education and Training) in a competition tagged ‘Yaba Green Challenge’.

Dangote employee Volunteers and Executives graced the finale of the competition to witness the presentation of 10 sustainability innovations the students created from waste after a screening of over 30 entries.

Among the panel of judges were the academic staff of Yabatech, officials, and UNESCO UNEVOC, as well Dangote Cement Technical Director Mr. Duraisamy Anandam and General Manager Regional Sales, Mr. Johnson Olaniyi. The judges engaged finalists on their projects which include: 1) Mixed media painting from sawdust 2) Fungal growth medium from industrial wheat waste 3) Medicinal mushrooms from sawdust and water hyacinth. Others were mycelia blocks from spent mushroom substrate, 

Wearable art from the aluminum beverage can pull tab wastes, and sculpture from metal scraps. The students also made a paving interlocking block project with plastics, Hollow sandcrete blocks from plastics, and a mixed media painting made with waste plastics and paper, as well as animal feed produced from water hyacinth.

The event began with a tour of the Yabatech art museum, a courtesy visit to the College Rector, and a donation of waste segregation bins made to the management of the school. At the finale of the Yaba Green Challenge competition which had over 300 staff and students, the Rector of the College Engr Obafemi Omokungbe endorsed the initiative, describing the partnership between Yabatech and Dangote as a very strategic and exciting one. He stated that “talks are ongoing to obtain patent rights for the innovations showcased at the event to share with the private sector for adoption”.

Leading the Dangote delegation was General Manager Sustainability, Dr. Igazeuma Okoroba expressed satisfaction at the exhibition. In her remarks, she stated that “the goal of DangCircular was to spur Nigeria’s transition to a circular economy and support wealth creation through waste.” She also encouraged the institution to carry out cutting-edge research for the economic growth of society.

The winner of the grand prize of the competition was Ms. Ajide Comfort of the Fashion Design Department. In a very emotional reaction, Ms. Comfort whose project was Wearable art from an aluminum beverage can pull-tab waste, expressed her gratitude to Dangote Cement and pledged to continue finding ways to integrate waste recycling in her designs.

In the same vein, the company implemented “The Obalende Smart Money Campaign”, a financial literacy awareness campaign, to help over 300 traders of the Obada Obalende market to gain insight into managing money and limited resources sustainably. The initiative was part of activities to mark Sustainability Week in Nigeria and Pan Africa.

Speaking on the financial literacy campaign, the Lead, Health, and Safety Mr. James Adenuga said the theme of the yearly programme: ‘People, Planet and Profit – The Dangote Way’ is driven by employee volunteers. In his remarks, he explained to the traders the meaning of sustainable development and why it was a topic of concern for traders. Sighting examples with relatable stories, the Head of Sustainability, Dr. Okoroba explained that “While seeking for their daily bread, it was important that the traders ensure that the needs of the present and future generations are not threatened by poor treatment of land, water, and natural resources available to us”.

Diversity and inclusion were other aspects Dangote Cement sought to make an impact on society during Sustainability Week as the Dangote volunteers engaged in a charity outreach targeting the Down syndrome community and the visually impaired. The campaign for the visually impaired was to commemorate White Cane Safety day, an annual event celebrated worldwide every 15th of October.

The Dangote volunteers visited the Women and Children with Disability Initiative (WCWDI) home for visually impaired children, interacting with the children. The company made donations of food items, beverages, and specialized educational materials for the blind including white canes, slates, and marbouqs. Following this, the team of volunteers conducted a sensitization walk of the neighbouring community to enlighten residents on the white cane as a right of passage for the visually impaired which should be respected.

In another outreach to the Down Syndrome Foundation Nigeria (DSFN) located at Iju Fagba, Lagos, the Volunteers toured the vocational centres where persons with Down syndrome were trained in life skills. The National President of the Downs syndrome Association, Mrs. Rose Mordi, noted that ‘Down syndrome is not a disease but a condition which can happen to anyone”. She also gave insight on the theme of Down Syndrome Awareness Month – “Nothing About Us Without Us”, acknowledging Dangote’s support and calling for other private sectors to follow in the same vein.

Q3: Dangote Increases Cement sales By 6.2%

For the third quarter of 2022, the Management of Dangote Cement has recorded an increase in the overall volume of cement sales by 6.2 percent to 20.8metric tons. This was achieved despite the elevated inflation that is due to a very volatile global environment.

To further increase the supply of cement across its operational base, the company has also commissioned its power plant at Okpella and is progressing well to deploy grinding plants in Ghana and Cote d’Ivoire.

Chief Executive Officer of Dangote Cement, Michel Puchercos, who disclosed this while presenting the third quarter results to the Nigerian Stock Exchange, over the weekend, further explained that “To mitigate the impact of the significant increase in energy and AGO costs, we are strengthening our efforts to ramp up the usage of alternative fuels. So far this year, we have co-processed 101,553 tonnes of waste representing a 77% increase over 9M 2021. We are on track to commission our Alternative Fuel feed system at Obajana lines I and V, and Ibese line II in November. In addition, we are ramping up our investment in Compressed Natural Gas (CNG), to reduce our AGO usage”

To that end, he explained that the company recorded an increase in revenue of ₦1,177.3B, up 15.2% compared to last year, and Group EBITDA of ₦515.9B, up 0.2% with an EBITDA margin of 43.8%”

Dangote Cement, it would be recalled is Africa’s leading cement producer with nearly 51.6Mta capacity across Africa. A fully integrated quarry-to-customer producer, it has a production capacity of 35.25Mta in its home market, Nigeria. 

Obajana plant in Kogi state, Nigeria, is the largest in Africa with 16.25Mta of capacity across five lines while the Ibese plant in Ogun State has four cement lines with a combined installed capacity of 12Mta.  The Gboko plant in Benue state has 4Mta while the Okpella plant in Edo state has 3Mta. 

Through recent investments, Dangote Cement has eliminated Nigeria’s dependence on imported cement and has transformed the nation into an exporter of cement serving neighbouring countries.

Chief Executive Officer, of the National Petroleum Authority (NPA) of Ghana, Mustapha Abdul-Hamid, said the coming onstream of 650,000 barrels-per-day (bpd) Dangote Petroleum Refinery will transform the Ghanaian downstream sector through the reduction in the cost of importation of petroleum products into Ghana.

Speaking at the 16th Oil Trading and Logistics Expo in Lagos with the theme: “Regulating Downstream Energy Transition in Dynamic Times”, Abdul-Hamid said the completion of the Dangote Petroleum Refinery project would be a breakthrough for the West African region which has for a long time depended on importation of petroleum products.

According to him, Ghana is presently facing the challenge of continuous rise in the cost of petroleum products, adding that getting importers to turn their attention towards Nigeria, rather than going all the way to the Netherlands for petroleum products importation, would help his country stem the tide of a continuous increase in the price of fuel.

He stated: “The Dangote Petroleum Refinery will have a huge impact on Ghana’s downstream sector. Right now, Ghana’s downstream industry is completely deregulated. There is no petrol subsidy in Ghana. For a deregulated market where the importers recover their costs fully, importing from Nigeria will certainly be more cost-effective and cheaper than importing from Rotterdam in the Netherlands where we get the bulk of our fuel in Ghana.

“As we all know, the price builds up for a liter of fuel will include the cost of shipment, transportation, insurance, and others, but if we are importing from Nigeria into Ghana, this will bring down the cost of fuel in our country. Ghanaians are very excited about the prospect of the Dangote Petroleum Refinery. Ghana had in the past built a good relationship where we get petroleum products from Nigeria at a reasonable and more affordable cost. I believe that the coming onstream of Dangote Petroleum Refinery will further strengthen the existing relationship between Nigeria and Ghana.”

Abdul-Hamid said the Ghanaian government was also developing a 60-billion-dollar petroleum hub project on 20,000 acres in the western part of the country for storage and marine facilities.

“All the above-mentioned projects will help accelerate the petroleum hub, consisting of refineries, and petrochemical development of the continent’s oil and gas resources, by connecting the downstream to the upstream. It will promote cleaner fossil fuels and biofuels as the pathway to a just energy transition. Gas has been accepted as the transition fuel because gas is the least carbon-emitting fossil fuel”, he added.

Speaking also at the event, Permanent Secretary, Ministry of Petroleum Resources, Nigeria, Gabriel Aduda said deregulation would increase transparency in the downstream sector of the petroleum industry. He said full deregulation would also create healthy competition among investors.

Aduda, who was represented by Mr. Augustine Okwudiafor, the Deputy Director, of Downstream Department, Federal Ministry of Petroleum Resources, noted that deregulation would give business guarantees to potential investors at the stage of conceptualisation. According to him, deregulation would significantly reduce, if not eradicate completely, the diversion and smuggling of petroleum products across Nigerian borders.

“All hands are on deck towards full deregulation of the downstream sector, as this will ensure commercialisation and liberalisation of the sector. It will also increase investment opportunities, create more jobs and promote a seamless energy transition. All these measures and many more will cushion the projected impact of downstream sector deregulation on consumers and the economy at large,” he said.

He further said data was key in the Oil and Gas Industry, and that any reliable and accurate data would give investors a certain level of assurance.

“Hence, the government is keen and determined to harmonise all downstream data across the relevant agencies and parastatals to eradicate data variations. The government, through the Ministry of Petroleum Resources, its agencies, and the Federal Ministry of Science and Technology, is considering enhanced technologies. They include Machine Learning (ML) and Artificial Intelligence (AI) to monitor and gather downstream data for effective policy formulation and investment guidance,” he said.

Aduda emphasised that oil also had a place in the energy transition space in the sense that oil could be made cleaner through the development and use of appropriate technologies. He said moving the downstream sector forward to that enviable position required collaborative efforts from all stakeholders. “I challenge you all to come along to move the downstream sector towards achieving the downstream we could all be proud of,” he added.

Dangote’s 650,000bpd Refinery 97% Completed, Says NMDPRA

The Nigerian Midstream and Downstream Petroleum Regulatory Authority (NMDPRA) has disclosed that the Dangote Petroleum Refinery, upon which the hope of the nation rests for fuel sufficiency is now 97 per cent completed. The agency has also commended the work done on the project.

The refinery, with 650,000 barrels per-day installed capacity is expected to double the total output of Nigeria’s existing ailing refining infrastructure and meet 100 per cent of the Nigerian requirement of all refined products will pump out fuel any moment soon, the Agency declared.

The NMDPRA made this disclosure in Abuja when representatives of the Dangote Petroleum Refinery visited in Abuja to present the work plan for the facility for 2022/2023 as the regulatory agency for the sector.

The successful completion of Africa’s biggest petroleum refinery and the world’s largest single-train facility is expected to have a significant impact on Nigeria’s foreign exchange through import substitution and substantial savings in earnings. It is expected, that once the refinery commences production, the pressure on the nation’s currency will reduce and significant inflow of forex, is expected to come in through sales from the refinery.

On completion of the refinery, it is estimated that Nigeria will import zero petroleum oil products – down from approximately $50 billion current oil product imports per year.

“Today, representatives of the Dangote Refinery and Petrochemicals presented their 2022/2023 work plan to the Authority which showed that the refinery project is estimated to be at 97 per cent completion.

“Dangote Oil Refinery is a 650,000 barrels per day integrated refinery project under construction in the Lekki Free Trade Zone, Lagos. It is expected to be Africa’s biggest oil refinery and the world’s biggest single-train facility,” the NMDPRA said during the visit.

NMDPRA’s Chief Executive, Mr Farouk Ahmed, reiterated the importance of the Dangote petroleum Refinery to the country while assuring that the Authority will give all necessary support to ensure timely completion and kick-start operations.

Speaking on the refinery project, Group Executive Director, Strategy, Portfolio Development & Capital Projects, Dangote Industries Limited, Mr. Devakumar Edwin said it (refinery) would stimulate economic development in Nigeria, adding that it can meet 100 per cent of the Nigerian requirement of all liquid products (Gasoline, Diesel, Kerosene and Aviation jet), and also have surplus of each of these products for export.

“The high volume of petrol output from the refinery would transform Nigeria from a petrol import-dependent country to an exporter of refined petroleum products,” he stated adding that the refinery would produce Euro-V quality gasoline, diesel, jet fuel, kerosene and poly-propylene for local consumption and also have surplus of each of the products for export.

On employment generation, he disclosed that over 30,000 people are currently working at petroleum Refinery project sites through various contractors noting that when operational, the refinery will generate over 100,000 direct and indirect jobs for the youths.

On local content development, Edwin said the company had trained over 600 artisans selected from the host communities in the areas of masonry, AC electricians, plumbing, welding, iron bending and auto mechanics.

The refinery design, according to the company, conforms to World Bank, United States (US), United States Environmental Protection Agency (EPA), the European Union (EU), and the Nigerian Midstream and Downstream Petroleum Regulatory Authority (NMDPRA) standards.

The refinery has its own dedicated steam and power generation system with adequate standby units of reliable/uninterrupted utility supply to operating plants.435 Power plant in refinery.

“It also has self-sufficient marine facility with the ability for freight optimisation; the largest single order of 5 SPMs anywhere in the world; Crude SPM for unloading ships up to ULCCs; 3 product SPM for product exports up to Suez Max vessels and 2 X 48” subsea crude pipelines with interconnection.

“Dangote industries has developed a port and constructed quays with a loading bearing capacity of 25 tonnes/sq meters to bring Over Dimensional Cargoes close to the site directly to handle liquid cargoes. The jetty is situated at a distance of 12.3 km from the refinery thereby effectively reducing the travel time.

“Dangote Petroleum Refinery maintains high standards for all its business practices, valuing health, safety, environment and rights for its employees, compliances with all applicable local and international laws, and being a committed partner to communities, governments and the environment,” Edwin added.
